STREETS

Streets Division

The Streets Division is responsible for the maintenance of the streets, traffic signs, and drainage systems throughout the City of Cache.

Pavement

Pavement maintenance includes inspecting, scheduling, and repairing an inventory of more than 54 miles of roadway inside the city limits along with city parking lot surfaces. Maintaining and improving city roadways is a major community priority and several road repair projects are generally underway throughout the City

Traffic Signs & Construction Zones

The Streets Division’s inventory of traffic signs includes street name signs, and regulatory signs such as stop, speed limit, and no parking signs. Construction work zone safety is also a priority and this inventory includes barrels, cones, barricades, directional signs and flashing yellow lights. The Traffic Control Division is responsible for all stop lights, street signage, and traffic control in the City of Cache. Their duties include making and maintaining all street signs, maintaining all traffic signals, and placing traffic control barricades and signage.

Drainage

Public drainage maintenance includes inspection and cleaning of all city canals, channels, ditches, storm drains, catch basins, curbs, and gutters. This function is a component of the City’s Stormwater Management Program.

PUBLIC WORKS & UTILITIES

The Utilities Department is staffed with a trained and certified / licensed workforce of approximately 6 employees. The City of Cache Utilities Department provides many of the basic services that affect the daily lives of everyone who lives and works in Cache. Primarily, the department is responsible for many things we take for granted daily. This includes the production and distribution of over four million gallons of water per year. It also includes the repair and maintenance of over 200 water line breaks per year, as well as sewer line repair and maintenance.

Water Treatment

Cache operates a 12 million-gallon per day water treatment plant to provide drinking water to the City of Cache.

The plant is a conventional, coagulation / clarification / filtration water treatment plant and is operated 24 hours per day, seven days a week and was put into operation in 1983. Current water treatment plant average daily usage is 4.5 million gallons a day and the current water treatment plant maximum daily usage is 8.3 million gallons per day.

Utility Maintenance

The Utility Maintenance operators and maintenance men repair main water breaks during the year and maintain over 700 water meters per year. They are responsible for different repairs and maintenance around the City, which include the following services that are provided for the City of Cache residents:

  • Repair of water breaks on public properties
  • Relocation of water meters and service lines
  • Investigation of low water pressure
  • Fire hydrant repair, replacement, and preventive maintenance
  • Investigation of sanitary sewer odors
  • Smoke testing and removal of sanitary sewer blockages and overflows
  • Cleaning and repairing of sanitary sewer lines
  • Restoration of public and private property after repair of water and sewer lines
  • Installation of new city water meters
  • Locating city water and sewer lines for Oklahoma One Call System

When to Contact

The Utility Maintenance Department has a crew on call 24-hours a day for emergency situations. The City of Cache requests that you only use this service if you have an emergency. The following conditions would be considered an emergency:

  • City sewer overflowing or blocked
  • City water main break (with a large amount of water being lost). This does not include a meter leak or a small leak that is bubbling water. This needs to be reported the following business day
  • Resident that needs water shut off due to a water break
  • Resident has no water

Please note: If the City Utility Department sends an on-call crew to your home and it is not an emergency situation, the Utility Department will not make the repairs until the following business day.

Our goal is to respond to requests for information in a courteous manner, manage projects efficiently and professionally, and provide other city divisions with prompt, quality service.

UTILITY BILLING & COLLECTION

Billing Information

Payments of utility bills are expected by 5:00 pm on the 16th listed on your Utility Bill, before a penalty is assessed. There will be a penalty of 15% of the unpaid balance more than $10 of the user’s water bill in addition to the regular water bill charge. Service shall be disconnected by the 3rd of the following month after a shut off notice has been delivered. There will be a $50 fee ($25 disconnect fee & $25 re-connect fee) applied to the account if shut off.

A $30 service charge applied to accounts for all nonsufficient checks or auto draft payments. Utility meter readers are prohibited from accepting payments for utility bills.

Garbage & Recycling

City of Cache utilizes Waste Connections Trash Service for Trash collection.

Any concerns or questions about you service please contact City Hall 580-429-3354, for  bulk pickup call 580-353-1467. Bulk trash pickup is the last Tuesday of each month. You must call Waste Connections to have your bulk trash picked up.

Residence – Polycarts must be placed by the street by 6:00 am.

All trash must be placed in bags. Do not overfill polycart.

  • Next 15001 to 20,000 gallons – $5.20 per 1000 gallons
  • Next 20,001 to 25,000 gallons – $5.52 per 1000 gallons
  • Next 25,001 to 30,000 gallons – $5.84 per 1000 gallons
  • Next 30,001 and above- $6.15 per 1000 gallons

UTILITY PAYMENT OPTIONS

City of Cache accepts cash, checks, money order, cashier checks, Visa and Master card credits, and debit card payments.

Pay Utility Bills Online

You may make your payments or access information about your account anytime, 24 hours and seven days a week. In order to pay your utility bill online you will need your account number, located on your utility bill, and a credit or debit card number. Once your payment is processed, your records will be updated accordingly. The process fee is $3.25.

Any residents scheduling a water bill payment through our online system need to be careful when setting the payment date. Selecting a draft or charge date after your due date is not considered a payment arrangement until approved by the Utility Billing Office. You must call 580-429-3354 to avoid any potential service disconnection.

Pay in Person

Customers may make payments in person at the Utility Office located at City Hall 404 W C St. during normal office hours (Monday through Thursday, 7:30 am to 5:30 pm excluding holidays).

Customers may make payments over the phone using your Visa or Master Card. The process starts at $2.99.

New Utility Service

Prior to establishing service for water, sewer and sanitation services, an application for services agreement must be submitted to the Utility Office and signed by the person in whose name the account will be held.

Two forms of identification required: a valid drivers’ license or state issued identification card and a lease agreement between tenant and property owner required for all customers who rent or lease property. A deposit is required for all residential and commercial accounts along with a service fee of $25.

Utility deposit rates for the following are:

Residential

All Rental Services: $175

All Owner Services: $75

Commercial

Rental Services: $250

Owner Services: $250

Some exceptions apply for specified commercial businesses. Deposits are returned or applied to account balances when service is terminated. Refund checks are issued to the name on the account only.

Discontinue Service

To have service discontinued, please call the Utility Office at (580) 429-3354. Only the name on the account may have services discontinued. Please provide a forwarding address for the final bill or refund.

Transfer Service

Residential customers with existing service with the City of Cache may transfer service from one location to another within the City. To transfer service, please contact the Utility Billing Department at (580) 429-3354. There is a $10 transfer fee applied to the new account.

A final bill will be generated for your old account and the balance remaining will be transferred to your new account if not paid.

Any past due balance on your current account must be paid.

Your due date may change with your location, so ask a customer service representative or check the due date on your utility bill.- Only one time billing.

Your new service will be assigned a new account number. If utilizing online account access, you will need to update your account. New accounts have to be setup by office clerks first for account numbers to be assigned before customer can access their account.

If you utilize our auto bank draft payment option (*not yet available*), the automated payment information will automatically transfer to your new address.

No water will turned on until deposit is paid in full.
